You need to use CIP desulfation on these kinds of batteries to have any chance at recovering them. I don't know of any ready-made device that will do this kind of desulfation. You will have to build it from schematic. @Chuck

Golf cart batteries are not cheap and I suspect the technician would go to great measures to ensure they are REALLY no good before throwing them out.
